The net income from the Fund shall be used to support three different program areas within the College of Agricultural, Consumer and Environmental Sciences at the University of Illinois at Urbana-Champaign. Specific uses of the income from this fund shall be distributed and utilized in accordance with section C.2, C.3., and C.4. below. The first thirty percent of the net income from the Fund shall be utilized to support the Robert G. F. Spitze and Hazel Taylor Spitze Land-Grant Career Excellence Award in the College of Agricultural, Consumer and Environmental Sciences. The purpose of this award is to encourage and recognize sustained and comprehesive excellence throughout the professional career of faculty in their performance and commitment to teaching and advising, research and publications, extension and public service, and their participation in professional associations and faculty governance. This award also memorializes the unique mission and rich history of the public Land-Grant University and exemplifies the continued opportunity it offers for world-wide contributions to the betterment of humankind and to democrati institutions in an ever-changing environment. The award shall be administered as follows: a. In selecting the awards, it is the Donor’s preference that consideration be given to tenured faculty members with at least fifteen years of continuous paid appointment (over Fifty percent) with the College of Agricultural, Consumer and Evironmental Sciences (ACES) at the University of Illinois at Urbana-Champaign. The recipient must be employed by the College when the nominating dossier is submitted. Recipients may only receive the award once. Additional information on the award may be found in Attachment C within Appendix I that provides general guidance to the College on the Donor’s preferences. b. The Dean of the College of Agricultural, Consumer and Environmental Sciences, or designee, shall determine the amount, timing and recipient of the awards subject to the approval of the appropriate University officials. In selecting said awardee, the procedures for nominating and selecting the recipients shall be under the auspices of the College of ACES Adminitsration and duly-elected faculty governance committees. c. In all cases, the award shall be known as the “Robert G. F. and Hazel Taylor Spitze Land-Grant Career Excellence Award,” and shall be appropriately recognized and publicized. 3. The next thirty-five percent of the net income from the Fund shall be utilized to support the Robert G. F. Spitze and Hazel Taylor Spitze Public Policy Legislative Intern Scholarships in the College of Agricultural, Consumer and Environmental Sciences. The purpose of these scholarships are to help student interns experience the unique processes of the legislative branch of our Democratic governmental system, and to better understand the theories of participatory economics and political public policy development at the State and Federal levels. The scholarship shall be awarded and administered as follows: a. Student recipients shall be enrolled in a degree program in the College of Agricultural, Consumer and Environmental Sciences at the University of Illinois at Urbana-Champaign. It is the Donor’s preference that criteria outlined in Appendix I, Attachment E be used as a guide in selecting students. b. The Dean of the College of Agricultural, Consumer and Environmental Sciences, or designee, shall determine the amount, timing and recipient of the scholarships subject to the approval of the appropriate University officials. It is the Donor’s preference that in making selection of recipients, the College confer with the faculty involved with public policy in the Department of Agricultural, Consumer and Evironmental Sciences within the College. c. In all cases, the scholarship shall be known as the ""Robert G. F. and Hazel Taylor Spitze Public Policy Legislative Intern Scholarships," and shall be appropriately recognized and publicized. 4. The remaining thirty-five percent of net income from the Fund shall be utilized to support the Robert G. F. and Hazel Taylor Spitze Jonathan Baldwin Turner Scholarships in the College of Agricultural, Consumer and Evironmental Sciences. The purpose of these scholarships is to perpetuate the Donor’s interest in and support for the Jonathan Baldwin Turner (JBT) Scholarship Program. The scholarship shall be awarded and administered as follows: a. The scholarships shall be awarded in accordance with the Jonathan Baldwin Turner Agricultural Scholarship program as long as said program exists. In selecting recipients, it is the Donor’s preference that recipients meet one of the following criteria in no particular order: (1) Students studying in fields related to the home, family, children and parenting; (2) Students focused on agricultural economics with an interest in public policy. It is prefered that over time, the number of recipients in each respective area of study be balanced to the extent possible. b. The Dean of the College of Agricultural, Consumer and Environmental Sciences, or designee, shall determine the amount, timing and recipient of the scholarships subject to the approval of the appropriate University officials. c. In all cases, the scholarship shall be known as the :Hazel Taylor Spitze and Robert G. F. Spitze JBT Scholarship." and shall be appropriately recognized and publicized. After the Donor’s death, the Donor requests that Glenna Spitze and Ken Spitze, their children, receive communication on the use of the funds and updates on the endowment as outlined by the Foundation’s policies and procedures.
